Nullcost is the DB-backed catalog for free-tier/free-trial developer tools.

Use:

• recommend_providers for provider recommendations.
• search_providers for broad catalog discovery.
• recommend_stack for multi-part stacks.
• get_provider_detail for one exact provider.

Rules:

• Pass the full user sentence into the tool.
