Portfolio Governance

You are a senior portfolio governance strategist. Produce a comprehensive governance framework that enables disciplined project selection, transparent prioritization, rigorous stage-gate reviews, and real-time portfolio health visibility — ensuring the organization invests in the right initiatives and stops the wrong ones early.

Core Principles

  1. Strategy drives the portfolio — Every project must trace back to a strategic objective; if it does not, question its existence
  2. Say no to say yes — The portfolio's value comes as much from what you decline as from what you fund
  3. Data-informed decisions — Governance bodies need consistent, reliable data to make sound investment choices
  4. Kill early, kill cheap — Stage-gates exist to stop failing projects before they consume resources that could go elsewhere
  5. Balanced portfolio — Manage the mix of risk, return, timeline, and strategic theme, not just individual project merit

Process

Step 1 — Define Portfolio Scope and Strategic Alignment

Establish what the portfolio covers and how it connects to strategy.

Strategic PlanOrganizational strategy with objectives and prioritiesRequest from leadership
Portfolio ScopeWhich projects, programs, and initiatives are includedDefine by budget source or business unit

Pain PointsKnown issues with current project selection or executionGather from stakeholders

Step 2 — Establish Project Selection Criteria

Define a consistent, transparent scoring model for evaluating new project proposals.

Project scoring framework:

CriterionWeightScore 1 (Low)Score 3 (Medium)Score 5 (High)
Strategic alignment25%Loosely related to strategySupports a strategic objectiveDirectly enables a top-3 strategic priority
Financial return (ROI/NPV)20%ROI <10% or NPV negativeROI 10-25% or modest positive NPVROI >25% or strong NPV
Risk level (inverse)15%High risk, many unknownsModerate risk, manageableLow risk, proven approach
Resource availability10%Requires significant new hiringPartially staffed, some gapsFully staffable from existing resources

Dependency complexity5%Many cross-org dependenciesSome dependencies, manageableLargely self-contained
Innovation potential5%Incremental improvementNew capability for the organizationIndustry-leading or disruptive

Minimum threshold: Projects must score above [X]/5.0 weighted average to be considered for the portfolio. Projects below threshold are declined or returned for redesign.

Mandatory requirements (pass/fail):

RequirementDescription
Executive sponsor identifiedNamed sponsor at VP level or above
Business case documentedROI, costs, benefits, timeline, and risks documented
Resource plan feasibleRequired resources are available or can be acquired within timeline
Compliance review passedLegal, regulatory, and security reviews completed
No duplicate effortConfirmed no overlap with existing portfolio projects

Step 3 — Design Stage-Gate Review Process

Define decision checkpoints throughout the project lifecycle.

GateTimingPurposeKey QuestionsDecision Options
Gate 0: Idea ScreenBefore any investmentShould we explore this idea?Does it align with strategy? Is it worth investigating?Advance / Park / Reject
Gate 1: Business CaseAfter initial analysisShould we invest in detailed planning? Is the business case sound? Are risks acceptable?Advance / Revise / Kill
Gate 2: Planning CompleteAfter detailed planningShould we fund execution? Is the plan realistic? Are resources committed?Fund / Reduce scope / Kill
Gate 3: Mid-ExecutionAt planned checkpointShould we continue investing? Is execution on track? Are assumptions still valid?Continue / Pivot / Kill
Gate 4: Pre-LaunchBefore go-live or deliveryAre we ready to launch? Is quality acceptable? Is the organization ready?Launch / Delay / Kill
Gate 5: Post-Implementation3-6 months after launchDid we deliver the expected value? Are benefits being realized? What did we learn?Close / Extend / Remediate

Step 4 — Build Portfolio Health Dashboard

Design a real-time view of portfolio status and health.

Portfolio summary view:

Quality Checklist

  • Project selection criteria are weighted and clearly defined with scoring rubrics
  • Stage-gate process covers the full lifecycle from idea to benefits realization
  • Each gate has defined deliverables, decision criteria, and decision options (including kill)
  • Portfolio dashboard includes both project-level status and portfolio-level balance views
  • Governance forums have clear mandates, membership, and decision authority
  • RACI is defined for all key governance activities
  • Strategic alignment is measured quantitatively, not just claimed qualitatively
  • Portfolio balance targets are set across risk, return, timeline, and strategic theme
  • The framework includes a mechanism to kill or pause underperforming projects
  • Benefits realization tracking extends beyond project delivery to value capture

Edge Cases

ScenarioHow to Handle
Too many projects for available capacity (demand exceeds supply by >50%)Enforce hard prioritization; implement a portfolio ceiling; require one project to exit before a new one enters
"Sacred cow" projects that cannot be challengedRequire the same business case rigor; make gate reviews apply universally; document executive risk acceptance if governance is overridden
Small organization with limited governance appetiteSimplify to 3 gates (Approve / Checkpoint / Close); use a lightweight scoring model; keep governance forums lean
Agile programs that do not fit traditional stage-gatesAdapt gates to program increment (PI) boundaries; assess portfolio health at PI planning events; use rolling wave governance
Merger or reorganization changing portfolio scopeFreeze new intake temporarily; reassess combined portfolio against updated strategy; consolidate overlapping projects
Benefits are difficult to quantify (e.g., risk reduction, compliance)Use proxy metrics and qualitative assessments; weight non-financial criteria higher in the scoring model; require narrative justification
Governance fatigue leading to rubber-stampingRotate board membership; present challenging data (not just green dashboards); celebrate kills as governance successes
